Working for the WPS in the fall of '99 I was injured on duty. During my recovery period I was assigned to work with Neil in the Polygraph Unit and help as needed (as if Neil required any of my help). I knew who Neil was but we hadn't met before. We were both from Fort Garry and attended Vincent Massey but Neil was a few years ahead of me. However, my wife Susan had grown up with Neil because his mother Viola had been my wife's babysitter. When she was little Neil was like a big brother to my wife and her sisters. Well as soon as Neil found out I was 'the cop who married little Susie' we got along great. Even though I was only there for a couple months Neil treated me like a long term partner and member of the unit. I learned quite a bit from him as he was second to none at interview and interrogation. Neil had a great sense of humor and knew how to tell a story better than most. He was also a proud dad and talked incessantly about his sons. Susan and I were very sorry to hear of Neil's passing and would like to express our condolences to all of his family and loved ones. Neil was truly one of a kind and will be greatly missed.

My very deepest condolences to Neil’s family. I was extremely saddened to hear of his untimely passing. I was a graduate student at the Polygraph Training School in Ottawa from 1996 to 1999 and became very good friends with Neil and John Kaster in that time. Neil was very influential in myself becoming a member of the OPP in 1999. We shared a great deal of interests and certainly no shortage of laughter over the years. We stayed in constant touch …however admittedly not enough in the last couple years. He was always extremely helpful not only in my career pursuits, but in personal advice in a perspective on life only Neil could provide. I will always recall fond memories of Barks running, working out, then of course a few beers after work! I would not have made it through grad school or even my time in Ottawa that was far from family in the East coast without Neil’s friendship, and his never ending support. Neil was a fantastic lecturer, a grand entertainer in a crowd, had an infectious laugh and an enormous love of life and what it offered! He was so proud of his boys and what it was to be a police officer. I will miss him dearly, but will take one more valuable lesson from him at this time, to enjoy life and family to the fullest the very best I can in the time I have here on earth. He lived his life to the fullest and I wished I had one more opportunity to buy him a beer…it will have to wait until we meet again. To my friend …thank you for so many things you probably never realized you provided me. You will be so missed by so many.

So sad to hear of the passing of Neil. He was such a genuine character and a mentor to so many of us in the polygraph and interviewing world. He demonstrated such strong courage of conviction and held such a powerful presence. You knew when Barker was in the room and you always knew where you stood with him. I remember how proud he was of his boys and the many stories he told of his family and his parents. May you rest in eternal peace Barker…. Entertain the room until we all get there. I was saddened to hear of Neil’s passing, I first met Neil in the late 90’s and was fortunate to attend the polygraph course in 2003 which Neil managed at the Canadian Police College. Neil had a passion for his craft which he skillfully passed along to course candidates but also understood there was always room to learn from these same candidates who were for the most part experienced police officers. I often thought of Neil as a life long teacher and student, during that 2003 course he provided me the opportunity to be successful.
I want to pass along my condolences to Neil’s family, he spoke of his boys often, when speaking of their accomplishments it always brought a smile to his face, he was a proud Dad. Rest in peace Neil.

Neil was a friend to all. He and Liz lived across the road and he was a great neighbour. Radiating positive energy, he was always quick to laugh, which was infectious, and he relished helping whoever he could, lifting furniture, shovelling snow, etc, He was a kind, caring and generous person. Neil, or 'Barks' was a fun, fit, always cheerful guy who was a great policeman. As I got to know him better I began to understand that under that apparent devil-may-care laugh and attitude lay a very intelligent individual. I respected the man to no end.

Neil used to play street hockey with my sons, take them for ice cream in Port. He just loved hanging with them like a big kid. The belly laughs he gave us with stories over a few drinks. He was truly a one of a kind man.

I am saddened to learn of Neil's passing and I extend my sincere condolences to his family. I had the pleasure of attending a number of Neil's training sessions over the years and he was definitely a "natural" in his profession. Skilled, intelligent, experienced and a mentor to many police officers. His name is well known in the policing world across the country. Neil was fun to be around and I always enjoyed his company.

I was lucky enough to work with Neil at the Canadian Police College in Ottawa. I learned alot from him over the four years we were there. His lecture/teaching method, he was a natural. But I learned the most from our trips to Hull to watch Jr games. Neil was always assessing players and I enjoyed how he broke done their abilities. Neil was always the guy you wanted in your corner and we did share some sweet drinks and craft beers please accept my sincere sympathy. RIP my friend.

We are sending love, light, peace and prayers to Neil’s family and friends. Barks is a kind, generous and passionate man whose passing has left a huge hole in our hearts.
Barks met our family through pick-up hockey. He would watch our son Ethan’s hockey games regularly over the last four years providing valuable feedback on his games. He spent an entire summer training Ethan off the ice; something he did out of the pure goodness of his heart.
We have no doubt he has left a mark on many more people in Niagara and around the world. We have peace in knowing he is always with us and will never be forgotten.
